It does, Its just in a different place. I don't use metasequoia 4 so I can't really help you. I've only used it once.

what version is this because i have 3.16 and no matter what i do i cant find a way to do symmetrical editing?

This is an older version now, make sure the settings look like mine at the top of the viewing window. 
If this layout is not what your version looks like then I'm afraid I cannot help you.

I made a crown, but one side is glitched, so I deleted it. I used this tutorial, but I just got the normalized half.

Now I have this half plus a copy, how can I invert the copy to complete my crown?

Ctrl+A to select entire object, then on the object toolbar, click 'clone' and fill in 'create at symmetry'
Be sure to join the vertices that overlap at the center Ctrl+J

After clicking on "Mirror separated", go to menu "Object", "Freeze", select "Mirror" and click "OK".

Random question: What about layers? Like if I made a base and wanted to make clothes, how would I move and fit the clothes without effecting the base.

And THANK SO MUCH FOR DA MIRRORING TUTORIAL!!! I couldn't found one xD
